The Town of Belleair operates under the council-manager form of government with five elected officials (four commissioners and a mayor) serving as the legislative body for Belleair. Additionally, the Commission appoints a Town Manager to direct the day-to-day needs of the Town, including planning, operations, and staff oversight. Our Town Manager oversees all eight departments in the Town and acts as Belleair’s chief executive officer.
In addition to the Commission, the Town also depends upon six resident advisory boards for recommendations on specific areas of study. Board meetings are held in Town Hall on weeknights per schedules set by each board.
If you’re new to the Town of Belleair, we wish to welcome you to our wonderful community! While Belleair is a small town, we are mighty in the services that we provide to our residents and in the way that we are constantly seeking new ways to innovate. Every two years, our staff publishes a Resident Information Guide to help all of our residents understand and interact with their government.
In the fall of 2018, Belleair’s Commission undertook a project to develop and implement our town’s first strategic plan. The resulting plan defines Belleair’s top priorities and objectives and identifies short and long-term strategies to move Belleair into a future we will create together. Many forums, focus groups, surveys, and interviews with our residents informed this year-long project. These discussions then enriched our understanding of our residents’ priorities, and we are proud of the new plan that reflects them.
Several resident-lead community organizations host meetings, events, fundraisers, and programs to connect and grow our community.
Belleair’s Capital Improvement Plan (CIP) exists to fund any necessary repairs, construction projects, and enhancements to infrastructure components. As improving Belleair’s infrastructure is a major focus of Belleair’s strategic plan, the Town is looking ahead to many projects in the next 10 years.
The Town of Belleair uses DemandStar for the notification and distribution of our bid solicitation documents. We ask that all vendors register with DemandStar, so that your company is notified of our solicitations.
Town staff and the Commission work year-round to create and maintain balanced and transparent financial documents.
The Commission meets on the first and third Tuesday of each month at 6:00 pm in the Town Hall Auditorium (or as needed) and advisory boards meet per separate schedules on weeknights. Agendas, specific schedules, and virtual meeting options can all be found online before each meeting. Residents are invited to attend all public meetings and are welcome to speak about issues during the “Citizens’ Comments” section.

Though print forms are also available, residents are encouraged to download our forms online and then bring them to Town Hall during business hours (Monday through Friday from 8:00 am to 4:00 pm). If you would like to request an inspection, you must first acquire a permit from the Building Department. Once received, you may call (727) 588-3775 to schedule an inspection on a Monday, Tuesday, Thursday, or Friday (no inspections on Wednesdays). Inspections must be called in before 2:00 pm for the next business day.

No short-term rentals (less than seven months) are permitted in Belleair per our Code of Ordinances.

Belleair partners with the City of Largo for fire and emergency response needs. It is the mission of Largo Fire Rescue to provide education, fire prevention, and emergency services to safeguard the lives and property of our community. In 2018, the City of Largo held a grand opening for Fire Station 43, located just south of Belleair at 2765 Bayway Avenue in Belleair Bluffs. This station is the primary dispatch for Belleair, with an average response time of under five minutes. In addition to emergency response needs, Largo Fire Rescue offers a number of free public safety and education programs that Belleair residents can participate in.
Belleair does not have an animal services program but works closely with the professional, caring staff at Pinellas County Animal Services that work hard to keep residents and animals safe. Though this group considers adoptions the most valuable work they do, they also focus on spay and neuter programs, county licenses, rabies vaccines, and animal control. Belleair Town Hall (901 Ponce de Leon Boulevard) is the polling place for all Belleair residents and for Belleair residents only. However, it is the Pinellas County Supervisor of Elections office that coordinates all local, state, and national elections. While the Pinellas County Tax Collector oversees drivers licenses, vehicle registrations, birth certificates, hunting/fishing licenses, and more, property taxes are paid to the Pinellas County Property Appraiser’s Office. The Town of Belleair does not collect any property tax payments.
Belleair’s sewer utilities are owned and maintained by Pinellas County Utilities. If you should have any issues with or questions about your sewer usage or lines, call Pinellas County at (727) 464-4000 for assistance.
The Pinellas County Library Cooperative is made up of 14 libraries throughout the county. Since there is no library in Belleair, the town provides a library card reimbursement program. To participate, simply (1) purchase a library card from any county public library, (2) bring your receipt to Town Hall, and (3) complete an Application for Refund form and submit it to the Town Hall utility billing counter. Pinellas County’s Mosquito Control Department treats mosquito breeding areas by ground and air and also responds to calls from citizens. If you see an influx of mosquitoes in your area, call (727) 464-7503 to request treatment.
The City of Largo is contracted to conduct street sweeping for the Town of Belleair monthly. As a courtesy, please do not blow leaves, lawn clippings, or other debris into the road for street sweeping.
To help residents enjoy a stay away from their homes, whether it is for a vacation or hospitalization, they can do so with a sense of confidence, thanks to the implementation of Belleair’s House Check Program. This complimentary service is provided to the residents of Belleair so that their time is more enjoyable and less worrisome as to the security of their homes.

Garage sales, estate sales, vehicle sales, special events, and other special activities that are allowed by ordinance but require permits. Temporary activity permits (and special event permits) are granted by the Belleair Police Department. Additionally, any company applying for an estate sale must first obtain an Occupational License from the Town Clerk before a permit will be issued.

The Town of Belleair’s Police Department is dedicated to code enforcement in addition to regular policing duties. There are two ways to report a concern or violation. First, we encourage residents to use SeeClickFix, an online reporting tool, to report code violations. SeeClickFix is available as a free app and is also available directly on our website. Alternatively, residents can call non-emergency police dispatch at (727) 588-3500.

Utility payments for water usage (a variable rate) and solid waste (a fixed rate) are due on the 30th of each month and may be paid (1) in-person at Town Hall, (2) at the dropbox across the street from Town Hall on The Mall, (3) via mail to Town Hall, (4) over the phone, (5) online with a credit card, or (6) through Belleair Auto-Pay. We accept cash, checks (made out to the Town of Belleair), and credit cards (with a 3.00% fee added to card payments). Late fees start at $10.00 for bills not paid-in-full by the due date. Trash and recycling cans should be placed curbside (with wheels facing the house) three-to-four feet away from all obstacles.
All recycling is contracted by the City of Clearwater and the whole town is collected on Thursdays. Please place your barrel at the curb no later than 7:00 am on Thursday morning and remove it from the curb by 7:00 pm on Thursday evening.
Hazardous waste including household and ni-cad (nickel cadmium) batteries, oil-based paint, paint thinners, paint removers, and solvents can be taken to the County’s Household Hazardous Waste (HHW) Center at 2855 109th Avenue North, St. Petersburg, FL 33716. Hours of operation are Tuesday through Friday and the 1st & 3rd Saturday of each month only, 7:00am to 5:00pm . Call (727) 464-7500 for information. "Sharps" are items having the potential to puncture or lacerate. These include syringes with attached needles and disposable lancets. A free, voluntary sharps exchange program is offered by Pinellas County, the Florida Department of Health, and 12 local hospitals. Call the DOH Environmental Health Division at (727) 588-4032 for information and a brochure which includes a list of 15 exchange sites. Visit a participating site and ask for an approved sharps container and instructions on use. When the container is full of discarded syringes, seal it as instructed and return it to one of the exchange sites for safe disposal.

Residents are required to supply their own trash bins, which must be no larger than 33 gallons each (with a limit of 6 bins per pickup). Recycling bins are provided to each household at no charge and are the dark greens bins with the town seal.
The Town of Belleair proudly partners with the City of Clearwater for weekly curbside recycling on Thursdays. Our recycling system is commonly referred to as “single-stream” since all recyclables can be placed in a single container.
Lawn and landscape watering in Belleair is limited to once per week, per the schedule set forth by our Code of Ordinances. In the event of increased restrictions from the Southwest Florida Water Management District (SWFWMD), those restrictions would supersede the town’s regulations, until rescinded. Low-volume watering (i.e., soaker hoses, hand watering) of flower beds, shrubs, and other non-lawn plants is allowed on any day and at any time, as needed.
To check if you have a water leak, first stop all usage of water in your home and check the dial on your water meter. If the dial is not moving, then you likely do not have a leak. However, if the dial is moving, there may be a leak. If so, it is important to determine if the leak is within or outside your home. You can do this by turning off your house valve (usually located against the house in a straight line from the meter). If this dial stops moving once the house valve is off, the leak is inside your house. If it continues to move, it is outside. Feel free to call us at (727) 588-3795 if you have any questions about how to check for leaks on your property.
If you believe you have a leak (or witness a break), call non-emergency police dispatch at (727) 588-3500 so the Water Department can be quickly alerted.
If you are planning to dig on your property for construction or other purposes, call 811 first so all utilities may be located in-advance of work. This hotline is a free service to callers and helps homeowners avoid costly damages.
Low water pressure can be indicative of several problems. First, check that your house valve is fully open. If water pressure is lower than usual at one source but sufficient in others, it is likely that the fixture itself and/or the pipe feeding it needs to be repaired or replaced at the property owner’s expense.
