The Town of Belleair, Florida is requesting bids for the purchase of a Rear Load Garbage Packer. Specifically, the chassis requested is a Hino 338 with an EZ-Pack Goliath G300C-18 rear load packing body. This truck must be fitted to collect residential curbside trash, as well as rear loading dumpsters with at least a maximum capacity of 8 yards. Additionally, a single cart tipper should be fitted to collect 48 through 96 gallon, Toter brand, US style carts. Additional options and specifications are listed in section 3 of the attached bid package.

Q1) On page 11 Under Item 11. Optional Equipment, Item g. Front Mount Pump. A front mount pump is not available with a Hino 338 chassis at this time.

A1) If it is the case that the Front Mount Pump is not an option from the manufacturer, then this item will be omitted from consideration

Q2) On page 12 Section 3.3 Time Sensitive Requirements. Calling for guaranteed delivery on or before 09/30/2016 or the order will be cancelled. “…Difficult to adhere to for market reasons…”

A2) This requirement may be waived after award if the awarded dealer can show good faith progress on the completeness of the order and acknowledgement by the related manufacturers as to the progress of the order.

Q3) Are other types of manufactured rear-load manufactured bodies acceptable? As the specifications state currently, only the EZ-Pack Goliath G300C-18 is an acceptable model.<

A3) The specifications call for a Goliath EZ-Pack 18 Yard Rear Load body. It is the intent of the bid to buy a vehicle that is similar in spec to the existing fleet. An alternate body may be considered so long as it does not change chassis requirements. The decision to accept such a proposal shall be the sole discretion of the purchasing manager or the Town Commission, whom in their best judgement deems the proposed variation to the bid to be in the best interest of the town. The Hino Chassis shall not be substituted. In no case will a bid be accepted that proposes a chassis with dual rear axles. All other options and additional equipment will still need to be quoted per the proposal sheet to be in compliance with the bid.

Q4) The Hino Insight comes Standard on Hino trucks however the GeoTab GO would be an additional charge. Does the Town of want both Telematics Systems?

A4) The town requests pricing for each. The intent at award is to decide which system to use.

Q5) Would a reeving system be an acceptable in place of an overhead winch as long as it meets/exceeds the required lifting capacity?
A5) Yes.

Q6) Will the bid opening be public on 4-1-16?

A6) Yes. It will be opened at 4:05 in the Town Hall Auditorium, 901 Ponce de Leon Blvd, Belleair FL, 33756. The bid opening will also be streamed (audio only) on our website at

Q7) In the specifications it states that the cab to rear axle must be approximately 84...The factory stated cab to axle for this unit is around 126?

A7) The 84" Specification is an error it should be approximately 126" cab to axle, per manufacturers specification.
